An internal investigation is still going on, but that has not stopped Springfield Police from releasing body camera video from the February 28th assault that led to Officer Samuel Rosario being put on unpaid leave and being charged with battery and official misconduct.

Springfield police released the body cam video from Rosario and a back-up officer who ended up reporting the assault to police, after the State Journal-Register claims it was first shown to community leaders.
Most of the video can’t be aired due to language, but video seems to support a claim that Rosario threw the first of 11 punches to a 19-year-old who was never charged after approaching Rosario during a domestic call.
“A back-up officer, not involved in the physical encounter, reported the incident to his supervisor. An informal inquiry into the incident that evening resulted in the Springfield Police Department requesting the Illinois State Police to conduct a criminal investigation. Officer Rosario was arrested early the following morning and charged with two counts of battery and one count of official misconduct. The Springfield Police Department revoked Officer Rosario’s police powers and he remains on unpaid administrative leave pending the outcome of the internal investigation.
