An attempt to make sure fair hiring practices are implemented on Springfield’s high speed rail 10th street consolidation project is moving forward.
The state House approved a measure creating the Springfield High Speed Rail Oversight Act. State Rep. Sue Scherer (D-Decatur), the sponsor, wants to ensure women and minorities are given equal opportunity to work on the 10th street project.
But State Rep. David Harris (R-Arlington Heights) says this creates another level of bureaucracy and needlessly preempts home rule powers.
“I have a real concern with any bill that preempts home rule, and I think that should give us pause no matter how much we support the underlying intent of the bill,” Harris says.
Scherer changed the bill so the governor will appoint two commission members, and the rest of the spots will be divided equally among parties. The bill now moves to the Senate.
